The Office of Public Finance (OPF) manages a multi-billion-dollar municipal debt portfolio, oversees the issuance of new debt secured by property taxes, special taxes and general fund sources. Additionally, OPF initiates the City’s debt policies and procedures and provides technical expertise for the preparation and monitoring of the City’s Ten-Year Capital Plan. Debt management includes compliance with contractual bond covenants, Securities and Exchange Commission (SEC) acts, U.S. Treasury regulations and IRS rules for tax-exempt securities.

We are seeking a Debt Specialist to help manage OPF’s growing portfolio of debt obligations and districts. Sperry Capital Inc. is currently seeking a motivated financial analyst to join our team as a full-time Associate or Senior Associate. This role will support senior team members in negotiating transactions, communicating with clients, and providing analytical and quantitative analysis on municipal advisory engagements and P3 transactions. Key responsibilities include building financial models and cash flows in Excel and DBC Finance, owning assigned tasks and analyses, and supporting business development efforts.

Attorneys on the Airport Team provide advice and counsel on a myriad of matters related to Airport management and operation. Attorneys on the Team advise on general governance under local, state, and federal laws governing Airport powers and duties. Team deputies specialize in commercial real estate (leases and permits), labor, land use and environmental regulation, design and construction, public finance, contracts, and claims. For the current opening, the Office seeks an attorney with expertise and experience in public finance, including tax matters relating to exempt facility bonds; documentation of variable rate bonds, commercial paper notes, and interest rate swap agreements; and negotiation of credit and liquidity facilities. The responsibilities listed below are representative of the range of duties assigned and are not intended as an exhaustive list. Advise on the planning, issuance, and post-issuance compliance for the Airport’s over $7 billion bond and commercial paper portfolio.

Exciting new position in the City of San José Finance Department reporting to and directly supporting the Director of Finance, this high-level Assistant coordinates, implements, evaluates and, as appropriate leads, special and administrative projects and initiatives, systems, policies, and procedures to ensure that sound management and organizational practices are followed. Ideal candidate is an accomplished project manager with excellent analytical and communication skills. They have extensive experience with and an in-depth understanding of financial management, government financing, budgeting, and accounting theory and practices. Additionally, candidates will understand and keep up-to-speed with federal, State, and local rules and regulations that affect department operations. They conduct thorough research and provide sound recommendations to maintain effective and efficient operations within the department. Requires a Bachelor’s degree in business or public administration or a related field AND five years of increasingly responsible experience in business management and/or administration, including at least one year of experience at the level of Senior Analyst or higher.
